Yorba Linda Fuel Modification, Fire Zones, and Aerial Records
OCFA inspections, fire hazard zones, a joint insurer letter, and turf watering rules for Yorba Linda HOAs, agencies, and owners, with official sources.

Yorba Linda borders Chino Hills State Park and the Santa Ana River canyon, and much of the city is mapped for wildfire hazard. This page gathers the local rules and programs, with links to official sources, for HOA boards, managers, and property owners.
Who handles fire protection and inspections
Yorba Linda is an Orange County Fire Authority member city (OCFA member cities), and OCFA performs defensible space inspections in the city (OCFA FAQ). Fuel modification zones follow OCFA Guideline C-05, explained in our Orange County fuel modification guide.
Fire hazard severity zones
The City Council adopted the 2025 local fire hazard severity zone maps after a public review with OCFA. The city states that more than 6,500 acres are zoned, with more than 4,700 of them Very High (City of Yorba Linda).
A letter for your insurer
The city, OCFA, and Yorba Linda Water District prepared a joint wildfire mitigation letter that residents can share with their insurance carriers (City of Yorba Linda, homeowners insurance resources). For associations and commercial owners, a dated aerial record of fuel modification zones and grounds is another piece of evidence to bring to renewal. See our non-renewal documentation guide.
Water and landscape rules
Yorba Linda Water District serves the city. Its year-round rules include no landscape watering within 48 hours after measurable rain and no runoff onto sidewalks or streets, and the district states that California prohibits commercial, industrial, and institutional customers, including HOAs, from watering decorative grass (YLWD water use). Separately, AB 1572 phases out watering nonfunctional turf with drinking water, with HOA common areas due January 1, 2029. The district also explains the AB 1572 nonfunctional turf rules. See our turf ban deadlines post.
