San Clemente Fuel Modification, Fire Zones, and Aerial Records
OCFA inspections, fire hazard zones, fuel modification rules, and water rules for San Clemente HOAs, agencies, and property owners, with official sources.

San Clemente is FlyCRE's home. The city sits against open hillsides and canyons, and many of its planned communities carry fuel modification zones that must be maintained permanently. This page collects the local rules and programs that shape that work, with links to the official sources.
Who handles fire protection and inspections
San Clemente is an Orange County Fire Authority member city (OCFA member cities). OCFA performs defensible space inspections in the city, including the inspections tied to property sales, since San Clemente is not on OCFA's list of cities it does not serve (OCFA FAQ).
Fire hazard severity zones
The city posts the 2025 CAL FIRE map, which shows Very High, High, and Moderate zones in San Clemente. The city notes that properties in High or Very High zones may need a fuel modification plan (City of San Clemente).
Fuel modification in San Clemente
The city's landscape guidelines follow OCFA Guideline C-05: Zone A of at least 20 feet with a 5-foot immediate zone free of combustible bark or mulch, then Zones B, C, and D at 50 feet each, with plant cover limits in the outer zones. In planned communities, upkeep usually falls to the HOA. Our Orange County fuel modification guide explains each zone and the twice-a-year maintenance rule.
State recognition
San Clemente is on the Board of Forestry's 2026 Fire Risk Reduction Community List, effective July 1, 2026 (Board of Forestry). See how the list connects to insurance programs.
After the Norte Fire
The Norte Fire in October 2026 led to evacuations in parts of the city. All evacuation orders have been lifted. The city's Norte Fire information page covers sandbags, debris removal, and the risk of mudslides and debris flows in burn areas during the rainy season. Follow the city and OCFA for current guidance.
Water and landscape rules
The City of San Clemente runs its own water utility, and its permanent water-waste rules remain in effect (City Utilities). Santa Margarita Water District serves the Talega area (SMWD), and South Coast Water District serves part of north San Clemente (South Coast Water District). Your water bill names your provider. State rules on nonfunctional turf add deadlines for public, commercial, and HOA properties starting in 2027.
