Mission Viejo Fuel Modification, Fire Zones, and Aerial Records
OCFA inspections, fire hazard zones, goat grazing, and water districts for Mission Viejo HOAs, agencies, and property owners, with official sources.

Mission Viejo's slopes, trails, and creek corridors put many neighborhoods next to open space. This page gathers the city's wildfire and landscape context, with links to official sources, for HOA boards, managers, and city staff.
Who handles fire protection and inspections
Mission Viejo is an Orange County Fire Authority member city (OCFA member cities), and OCFA performs defensible space inspections in the city (OCFA FAQ). Fuel modification zones in OCFA areas follow Guideline C-05. See our Orange County fuel modification guide.
Fire hazard severity zones
The city's fire hazard severity zone page explains that the 2025 state maps changed the Very High zones in Mission Viejo and added High zones (City of Mission Viejo). Check the city's map for your property.
Goat grazing on city slopes
The city uses goats to reduce vegetation on steep terrain. In spring 2026, a grazing phase covered about 12 acres of slope along the Oso Creek Trail, after earlier grazing along the Jeronimo Creek Trail (City news, April 13, 2026). Grazing, hand crews, and mechanical clearing all change a slope over weeks; a dated aerial record shows the before and after.
State recognition
Mission Viejo is on the Board of Forestry's 2026 Fire Risk Reduction Community List, effective July 1, 2026 (Board of Forestry).
Water and landscape rules
Four water districts serve parts of Mission Viejo: El Toro, Moulton Niguel, Santa Margarita, and Trabuco Canyon (City utilities). Watering rules depend on your district. The city irrigates many parks, medians, and slopes with reclaimed water (City water conservation). State nonfunctional turf rules add deadlines starting in 2027.
